Under the direct supervision of the Executive Secretary, the incumbent will be responsible for the following functions:
- Take an active part in the management team of the Ozone Secretariat to ensure the full implementation of the objectives of the Vienna Convention and Montreal Protocol (the Ozone Treaties) and that its actions are effective, efficient, on time and according to the request of the Parties;
- Provide advice and information to the Executive Secretary, and in his absence, to the Executive Director of UNEP, to Governments, organizations and individuals, on policies, the implementation and the status of the protection of the ozone layer;
- Monitor the implementation of the Convention and the Protocol and the status of compliance of the Parties, through the information and data submitted by the Parties regarding their actions to phase-out Ozone-Depleting Substances (ODSs); ensure that the information and data submitted meet the provisions of the Convention, the Protocol and their decisions; and analyze the impact of the actions reported by the Parties on the protection of the Ozone Layer;
- Promote the Vienna Convention, the Montreal Protocol and the awareness of the issue of protecting the ozone layer in the Media and on the Internet;
- Provide advice to Governments, UNEP and other UN Organizations, Non-Government Organizations and interested individuals on the implementation of the provisions of the Vienna Convention, the Montreal Protocol and on the decisions of the meetings of the Parties and their bodies, under the direction of the Executive Secretary;
- Facilitate as necessary the Assessment Process of the Ozone Layer, consisting of Panels on Scientific Assessment (SAP), Environmental Effects Assessment (EEAP) and Technology and Economic Assessment (TEAP), as well as the six Technical Options Committees (TOC) of the TEAP;
- Liaise and closely coordinate with the Multilateral Fund Secretariat and the Implementing Agencies of the Fund on issues regarding compliance of Parties from developing countries (Article 5 Parties);
- Perform the duties of the Executive Secretary in her absence.

Advanced university degree, preferably with specialization in environmental sciences, economics or law is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At minimum of fifteen (15) years of progressively responsible work experience in environmental protection, of which, at least ten (10) years should have been spent in implementing multilateral environmental agreements is required.
Work experience with ozone layer protection, climate change or other atmosphere related issues is required. Extensive experience and proven record in managing staff and resources of the office is desirable
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another United Nations language is an added advantage.
NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “confident” in two of the four areas.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
This position is temporarily available for six (6) months with the possibility of extension subject to to availability of funds. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
