1.     Manager, Legal Services

The Manager Legal Services will report to Corporation Secretary & Director of Legal Services and will provide Board’s Secretariat and Legal Services to the Authority.

Job Descriptions.

The Manager Legal Services is responsible for the following:

  1. Advising the Authority on various legal matters and monitoring the compliance of the Authority with various applicable regulations;
  2. Monitoring policy, strategy and programs for legal services
  3. Oversee compliance issues within the Authority;
  4. Providing timely legal advice to assist the Authority in making an informed decision;
  5. Support in the development of Board calendars;
  6. Liaising with Attorney General (AG) office and advising the Authority on legal matters;
  7. Attending to legal matters of the Authority including advising, vetting and drafting of legal agreements in relation to the Authority’s operations; and
  8. Liaising with the functional units on queries or legal matters that should arise that relate to the Authority’s affairs.

Person Specifications.

For appointment at this position, a candidate must have: –

  • At least twelve (12) years in relevant work experience and at least four (4) years in management role in the Public or Private Sector;
  • Masters Degree in any of the following disciplines; Law, Business Administration, Public Administration, or equivalent qualifications from a recognized institution;
  • Bachelors of Laws degree from a recognized institution;
  • Postgraduate Diploma in Legal Studies from the Kenya School of Law;
  • Admitted as an Advocate of the High Court of Kenya;
  • Must be Certified Public Secretary in good standing;
  • Management course will be an added advantage
  • Proficiency in computer applications;
  • Fulfilled the requirements of Chapter Six of the constitution.

 

 

2.     Manager, Corporate Communications

NITA/HR&A/07/06/09/2021- 1 post

The Manager Corporate Communications will report to Director General and responsible for developing and implementing the Corporate Communication strategy for the Authority to ensure that communication is clear, compelling and consistent across all channels to reinforce the Vision, Mission and objectives of the Authority.

Job Descriptions

The Manager Corporate Communications is responsible for the following:

  1. Providing counsel and oversight for the corporate Image, reputation & communication management for the Authority;
  2. Development and implementation of the public relations and communication strategy for the Authority;
  3. Development and management of the Corporate brand identity strategy and management for the Authority; iv. Development and management of the Authority’s media strategy (offline and online) to enhance communication and awareness on the Organization’s activities and programs;
  4. Developing a comprehensive stakeholder relations strategy for employees, relevant government departments, partner organizations and the general public;
  5. Developing policies on public relations/communication for the Authority;
  6. Rolling out programs for building and promoting the Authority’s internal and external image;
  7. Verifying/ authenticating, editing and dispatching information for dissemination to the public and the media;
  8. Management of publications including development and production of the Authority’s magazine;
  9. Liaising with media in a proactive manner to highlight the Authority’s roles in the Industrial Training sector;
  10. Media monitoring for print, electronic and social media news pertaining to the organization, identifying areas that need the Board’s attention and alerting the Director General for appropriate action and;
  11. Ensuring preparation of media supplements and documentaries, press release/media features.

Person Specifications

For appointment at this position, a candidate must have: –

  1. Minimum twelve years (12) relevant work experience four (4) of which must be at a senior management level;
  2. Masters Degree in Communications, Public Relations, or relevant qualifications from a recognized institution;
  3. Bachelors Degree in Communication/Public Relations/International Relations or in any other related field;
  4. Diploma in Public Relations or its equivalent;
  5. Be Member of Public Relations Society of Kenya (PRSK) or any other relevant body;
  6. Proficiency in Computer Applications and;

3.     Manager, Accounts

NITA/HR&A/07/04/09/2021- 1 post

The Manager Accounts will report to the Director Corporate Services and will be responsible for all matters relating to efficient, effective and sustainable engagement and utilization of the Authorities financial resources putting in place sound financial management systems development and implementation of financial policies and procedures, formulation of financial strategies, budgeting and budgetary controls, financial reports and advising the authority on financial matters.

Job Descriptions

The Manager Accounts is responsible for the following:

  1. Developing and overseeing the implementation of a dynamic finance strategy that is able to deliver exemplary services and results as envisioned in the strategic
  2. plan;
  3. Develop the Authority’s budget and continuously monitor and evaluate its implementation;
  4. Giving oversight to the Authority’s financial affairs and advise the Authority on financial planning strategies and policies;
  5. Ensuring effective and efficient management of the Authority’s resources including finances and other assets and liabilities;
  6. Ensuring the provision of meaningful, accurate and timely financial and management accounts and reports to the Director General and the Board;
  7. Negotiating with banks, donors and development partners for appropriate support;
  8. Participating in the development and review of the Corporation strategic plan;
  9. Ensuring compliance with Public Financial Management Act, IPSAS and IFRS and ISO Standards and other legal and regulatory policies;
  10. Reviewing the financial plans in line with the overall strategic objectives and government performance contract;
  11. Construct and monitor reliable internal control systems;
  12. Understand and mitigate key elements of the corporation financial risk profile;
  13. Overseeing the operations of Finance & Accounting divisions.

  1. iAt least twelve (12) years’ work experience with at least four (4) years’ experience in Management.
  2. Masters Degree in any of the following: Commerce, Accounting, Business Administration, or their equivalent qualification from a recognized institution;
  3. Bachelors Degree in either Commerce, Accounting, Business Administration, Finance, or any other equivalent qualification from a recognized institution;
  4. Certified Public Accountant (CPA-K) or its equivalent
  5. Membership in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK)
  6. Management and Leadership course will be an added advantage
  7. Proficiency in computer applications with emphasis on Financial Management Information Systems;
  8. Fulfilled the requirements of Chapter Six of the Constitution.

 

 

4.     Manager, Human Resource & Administration

The Manager Human Resource & Administration will report to Director Corporate Services and will ensure that the Authority has the right and sufficient human resource
to meet its objectives.

Job Description

The Manager Human Resource & Administration is responsible for the following:

  1. Providing guidance in the development, interpretation, implementation and review of human resource management and administration policies, standards and guidelines;
  2. Ensuring implementation of Terms and Conditions of service for the Authority; coordinating organizational development and job reviews;
  3. Managing staff recruitment, promotion, discipline and capacity building; developing, reviewing and coordinating implementation of welfare and other incentive schemes for the Authority;
  4. Monitoring the implementation of performance management systems; analysing the staffing levels in the Authority and recommending proposals for succession planning
  5. and proper deployment;
  6. Coordinating the development and implementation of grievance handling mechanisms;
  7. initiating best practices in the management of human resource function;
  8. championing change management programmes in the Authority;
  9. monitoring and evaluating the effectiveness of training and development programmes; and
  10. leading the Authority in formulating and implementing efficient Performance Management Systems

5.     Manager, Industrial Training Centre

NITA/HR&A/07/05/09/2021– 1 post

The Manager Industrial Training Center will be reporting to the Director General and will provide industrial skills development, assess industrial skills, assist in development of industrial training curricula, charge for goods and services offered by the centre and promote industrial training activities in the regions.

Job Description

The Manager Industrial Training Center is responsible for the following:

  • Integrating labour market information inti skills development through skills training;
  • Implementing industrial training programmes of the institution;
  • iAssessing industrial training for the formal and informal sector;
  • Charging course, hostel fees, trade test centre fees and for any other goods and services offered by the centre to grow revenue through enterprise functions;
  • Serving as regional promoters for all NITA products and services;
  • Implementing Centre’s policies and objectives;
  • Implementing the Authority’s strategic plan;
  • Undertaking training development that supports the industry at the Centre;
  • initiating curriculum development and review with respect to emerging industry development trends;
  • Providing machines and general infrastructure that support training and industrial skills upgrading;
  • Undertaking activities concerning trainee admissions, provision of supplies and support of welfare services;
  • Maintaining the schemes of work, work/lesson plans, and assessment evidence according to the set standards using curriculum approved by the Kenya National

Qualification Framework;

  1. Mobilizing resource mobilization through partnerships to support development projects for the Authority;
  2. Establishing MOUs with stake holders and maintain good relationships stakeholders through direct prospecting and marketing to the industry;
  3. Implementing the decisions of the Authority as guided by the Chief Executive Officer;
  4. Implementing NITA’s policies and plans governing the Centres in liaison with the Director Industrial Skills Development and Director Registration and Compliance and other relevant stakeholders in the region;
  5. Assessing, monitoring, evaluation and reporting on industrial training programme;
  6. Managing all available resources prudently and;
  7. Promoting industrial training schemes and activities across all regions on the country.

6.     Director, Corporate Services

The Director Corporate Services will provide strategic leadership, advice to ensure optimal utilization and management of the Authority’s resources. The job holder will report to Director General.

Job Description

The Director Corporate Services is responsible for the following:

  1. Overseeing all issues regarding the financing of Authority activities and advise the Authority on financial planning strategies and policies;
  2. Developing and implementing sound financial management policies and procedures;
  3. Planning and coordinating timely preparation of annual Work Plans and budget estimates for the Authority;
  4. Developing and managing internal controls and compliance;
  5. Participating in developing Public Private Partnership program and resource mobilization strategies;
  6. Overseeing preparation of the final Annual Statement of Accounts in accordance with accounting standards and procedures;
  7. Monitoring and evaluating funds applications and accountability;
  8. Developing and overseeing the implementation of a dynamic corporate strategy that is able to deliver services and results as envisioned in the strategic plan;
  9. Ensuring prudent and optimal utilization of Authority funds and Assets;
  10. Providing up to date, accurate and prompt management accounts and reports to the management and the board;
  11. Providing oversight to the Authority’s human capital affairs, ensuring that the Authority has the right and sufficient human resource to meet its objectives;
  12. Proving oversight for effective records management operations;
  13. Participating in the development and review of the Institution’s strategic plan;
  14. Reviewing the Corporate Services business plans in line with the overall strategic objectives and government performance contract;
  15. Overseeing operations of Human Resources, Administration and Finance & Accounting departments.

  • A Minimum of fifteen (15) years relevant work experience and at least five (5) in a management role in the Public Service or Private Sector;
  • Masters Degree in any of the following: Commerce, Accounting, Business Administration, or their equivalent qualification from a recognized institution;
  • Bachelors Degree in either Commerce, Accounting, Business Administration, Finance, or any other equivalent qualification from a recognized institution;

7.     Director, Industrial Training and Skills Development

The Director of Industrial Training and Skills Development will be reporting to the Director General and will be responsible for overall management of the Industrial Skills Development function.

Job Description.

The Director of Industrial Training and Skills Development is responsible for the following:

  1. Providing leadership, strategic direction and general oversight in the implementation of the Industrial Training activities in accordance with the Act, policies, procedures and regulations;
  2. Controlling and administering Industrial Training schemes namely Apprenticeship; Indentured Learnership; Skills Upgrading; Trade Testing and Industrial Attachment In the Country;
  3. Ensuring adherence to set standards and guidelines and entrench quality assurance;
  4. Liaising with the Training Committee of the Board on strategic Industrial Training matters;
  5. Determining operational policies on Curriculum development, Industrial Training development and assessment programmes and all matters affecting the efficient and economic operations of departments in the directorate;
  6. Providing strategic advice and assistance that informs the Board and Management on matters relating to Industrial Training in all areas i.e. Research and Curriculum Developing, Industrial Training Development and Assessment & Certification;
  7. Reviewing the operations and administration of the Industrial Training activities (apprenticeship and indentured learnership, skills upgrading, industrial attachment and quality assurance) and provide the Board and Management with periodic reports;
  8. Integrating labour market information into skills development;
  9. Liaising with the Director General in establishing the Sector Training Committees;
  10. Identifying and initiate linkages with the social partners in the industry through the Sector Training Committees;
